Why Labour is reorganising local government

Hardly anyone understands local government democracy.

It is so complicated; people talk about “the council” when there may be County, District, Borough, Town and Parish! What do each of them do? Honestly, we all struggle to remember.

The current system is fragmented, inefficient, and financially broken after a decade-plus of Tory neglect. Too many councils are tiny, under-powered, and forced to compete with each other while services collapse and costs spiral.

We saw this in the Kenilworth Gate estate recently, with the “District” managing the development pretty well but the Tory/Reform “County” completely messing up the traffic infrastructure, especially for pedestrians.

Reorganisation means fewer silos, less duplication, and more strategic capacity: councils big enough to plan housing, transport, social care and economic growth properly, and to stand up to Whitehall rather than beg it for scraps.

It also means ending postcode lotteries where neighbouring areas deliver wildly different services for the same council tax, and replacing short-term crisis management with long-term planning.

Crucially, this is about democratic accountability. Stronger councils with clearer responsibilities make it easier for voters to know who’s responsible, instead of the current fog where everyone blames everyone else and nothing improves.
